For exemption, the goods should:
a) Be household goods
b) Be used
c) Belong to the importer
d) Be brought by means of permanent return
e) Be brought within a time period between 2 months before and 6 months after the entry of the owner to Turkey and declaration of entry to the free movement must be made.
What paperwork does Turkey Customs require when I am importing my household goods during my permanent return from the USA?
In order to get permission from customs offices to import the used household goods with exemption, the owner must submit the following documents:
a) Residence transfer document from our local consulates to indicate that residence has been transferred.
b) Document from consulate to indicate that the owner has resided abroad for longer than 24 months for the passports renewed due to loss if they were not given at least 2 years ago.
c) For those who have inscription about a previous permanent return on their passports to be able to import used household goods with exemption, a document from consulate to indicate that s(he) resided abroad at least for 24 months again and then permanently returned.

Problems that may arise during permanent return are not caused by Turkey customs; there may be delays in import of the goods due to the reasons stated below. Operation period in Turkey for import of household goods during permanent return is maximum 3 days following the completion of all necessary paperwork and control of a customs consultant specialized in customs clearance of household goods.
a) The business partner of the company, which performs international door-to-door transport of the household goods abroad, may not be a customs consultancy company, which only performs customs clearance of household goods, subject to Undersecretariat of Customs and consequently may not have necessary knowledge about the legislation about permanent return, follow-up the amendments in the current legislation or misinform the moving company in the USA. Customs transactions can only be performed by authorized and licenced customs consultancy companies in Turkey. b) The current legislation may not be researched by a licenced customs consultancy, which has references and experience, before the household goods are exported from the USA during permanent return.
c) The paperwork and packing list, requested by Turkey customs, may not be meticulously made.
d) There may be goods, which are not stated in the list, prohibited to be imported to Turkey or not considered household goods.

You should make sure if the company to export the goods is working with a licenced customs consultancy company subject to Republic of Turkey, Prime Ministry Undersecretariat of Customs, which transports only household goods and personal effects, in Turkey if it provides door-to-door logistics services. You also need to know if the international door-to-door transportation company abroad is accredited in the federations of household goods transportation.
If you are not moving your goods through a international transportation company and handle it on your own, you need to prefer a licenced customs consultancy company which has experience and references in customs clearance of household goods. You need to make a pre-contract and pay advance, then provide the correct information and documents.

The customs price of the vehicles is calculated as follows:
a) The prices of the cars to be imported are firstly to be based on the prices reported to the relevant customs offices by the Undersecretariat.
b) If the prices of the cars to be imported are not reported to the relevant customs offices by the Undersecretariat, the prices of the cars are to be consulted to their Turkey distributors. But if the appropriateness of the invoice price is determined according to the available data such as consulate approved invoice, made out on the name of the liable person about the first sale of the car, or other documents required to be submitted, there is no need to consult to the distributors.
c) Prices of the accessories out of standard are to be based on the prices of the new models, if the prices in their model year cannot be determined. For these accessories, transactions are to be made in accordance with (b) bend of 2nd article.
